June 14, 2016


The Joint Board of Control for Jackson River Technical Center met in regular monthly session on Tuesday, June 14, 2016 with the following members present:


Cindy Bennett, Chairman                      Covington City

Eddy Clemons                                      Covington City

Billy Angle                                            Alleghany County

Craig Lane                                           Alleghany County

Randy Tucker                                       Alleghany County

Jacob Wright                                        Alleghany County



Also present were Mr. Tom Long, Administrator and Superintendent of Covington City Schools, Mr. Eugene Kotulka, Superintendent of Alleghany County Schools; Mr. Glenn Spangler, Director; and Ms. Christy Armentrout, Clerk.


Mrs. Bennett called the meeting to order at 12:02 p.m. and led in a moment of silence and the Pledge of Allegiance to the flag.


Approval of Minutes:

On a motion by Mr. Wright, seconded by Mr. Lane, the minutes of the May 10, 2016 meeting were approved as submitted unanimously by aye vote.


Administrative Reports (16-64):

            Summer Maintenance. Mr. Spangler noted that since the school year has ended that the maintenance staff is working on preparing the building for the next school year. The two front computer labs have been taken apart and the floors are in the process of being cleaned and waxed.


Thank You to Departing Members. Mr. Spangler took time to recognize Mr. Tom Long, Suprintendent of Covington City Schools, and Billy Angle, Alleghany County board member, for their time and commitment in serving the Joint Board of Control. He expressed that the Joint Board appreciates what they have done in their time on the board and wished them the best in their future endeavors. Mrs. Bennett also extended her gratitude for Mr. Long and Mr. Angle’s service to the Joint Board.


Discussion of Website. Mr. Lane asked Mr. Spangler if work had begun on the new JRTC website. Mr. Spangler responded that he has met with the gentleman from the website development company and hopes to have the website ready when teachers come back to work in August.







New Business:


Appoint Administrator (16-66):

            Mr. Spangler asked that the board approve Mr. Euguene Kotulka, Superintendent of Alleghany County Public Schools, as the administrator of the Joint Board of Control for the next two years. Mr. Tucker made the motion which was seconded by Mr. Angle and carried by unanimous vote.


Set Reorganization Meeting (16-67):

            Mr. Spangler asked the board if they wanted to set the reorganization meeting at an earlier date than the next scheduled meeting, which is set for July 12, or if they wanted to reorganize at the July 12 meeting. After some discussion the board agreed to hold the reorganization meeting at the next regular meeting on July 12, 2016.


Pay Bills (16-68):

Mr. Lane reviewed the bills and moved that the bills in the amount of $40,142.53 be approved for payment. Mr. Garten seconded the motion, and the motion carried by unanimous aye vote.

Bills and salaries in the amount of $105,398.41 were also paid in accordance with approved salary and benefit schedules.



The meeting adjourned 12:20 p.m. on motion by Mr. Angle, seconded by Mr. Tucker.
