JOINT BOARD OF CONTROL

JACKSON RIVER TECHNICAL CENTER

MINUTES

 

July 12, 2016

 

The Joint Board of Control for Jackson River Technical Center met in regular monthly session on Tuesday, June 14, 2016 with the following members present:

 

Bert Baker                                           Covington City

Cindy Bennett                                       Covington City

Gerald Franson                         Alleghany County

Craig Lane                                           Alleghany County

Jennifer Seckner                                   Alleghany County

Randy Tucker                                       Alleghany County

 

 

Also present were Mr. Eugene Kotulka, Administrator and Superintendent of Alleghany County Schools, Ms. Melinda Snead-Johnson, Superintendent of Covington City Schools; Mr. Glenn Spangler, Director; and Ms. Christy Armentrout, Clerk.

 

Mr. Kotulka called the meeting to order at 12:00 noon and led in a moment of silence and the Pledge of Allegiance to the flag.

 

Reorganization (17-01):

Elect Chairperson. On a motion by Mr. Tucker, Jennifer Seckner was nominated as chairperson of the Joint Board of Control. The motion was seconded by Mr. Craig Lane and carried by unanimous aye vote.

 

Elect Vice-Chairperson. On a motion by Mr. Tucker, Craig Lane was nominated as vice-chairperson of the Joint Board of Control. The motion was seconded by Mr. Franson and carried by unanimous aye vote.

 

Appoint Clerk and Deputy Clerk. On a motion by Mrs. Bennett, Christy Armentrout was appointed Clerk and Melody Weese was appointed Deputy Clerk of the Joint Board of Control. The motion was seconded by Mrs. Seckner and carried by unanimous aye vote.

 

Set Meeting Time, Place & Date. After some discussion, the Board agreed that meetings should continue to be held at the Center on the second Tuesday of the month at noon for the coming year. Members agreed that having the meeting first, followed by lunch during the school year was the most efficient way to continue to conduct the meetings.

Approval of Minutes:

On a motion by Mr. Baker, seconded by Mr. Tucker, the minutes of the June 14, 2016 meeting were approved as submitted unanimously by aye vote.

 

Administrative Reports (17-02):

            Summer Maintenance. Mr. Spangler noted that the janitorial staff are still in the process of getting the building ready for the soon upcoming new school year, and that work should be completed by the time the teachers and students arrive in August. Over this summer a gas line has been connected to the kitchen in Culinary Arts so that the students can now learn to use a gas stove.

 

New Teacher Training. Mr. Spangler noted that Mr. Starcher, the new automotive instructor who was hired later into the school year last year, is currently attending the New Teacher Institute.

 

Website update. Mr. Spangler told the Board that the new website is under construction and that it will hopefully be up and running in the very near future.

 

New Business:

 

Authorization of Signature (17-03):

            Mr. Spangler presented the board with a form that will authorize him to sign certain forms for the state in the absence of the Superintendent of the board. This form will be valid through June 30, 2018. Mr. Tucker made a motion to approve the Authorization of Signature from. Mrs. Bennett seconded the motion and it was carried by unanimous aye vote.

 

Approve Bills Accrued to 2015-2016 School Year  & Pay Current Bills (17-04):

            Bills in the amount of $10,852.30 for accrual to the 2015-16 school year and bills in the amount of $3,542.94 for the 2016-17 school year were approved for payment on motion by Mr. Lane, seconded by Mrs. Bennett. The motion carried unanimously.

 

Adjournment:

The meeting adjourned 12:29 p.m. on motion by Mr. Tucker, seconded by Mr. Lane.
