MINUTES
February 19, 2008
The Joint Board of Control for Jackson River Technical Center held its regular monthly meeting on Tuesday, February 19, 2008, in the Darnell Center of Jackson River Technical Center with the following members present:

Also present were Dr. Robert P. Grimesey, Administrator; Mr. Eddie Graham, Superintendent of Covington City Schools; Mr. Glenn Spangler, Assistant Director/Apprenticeship Coordinator; and Mrs. Sue Wolfe, Clerk.
Mr. Halsey called the meeting to order at 12:21 p.m. and led in a moment of silence and the pledge of allegiance to the flag.
Mr. Halsey introduced Stacey Bryant as the new member of the Board to replace Wayne Botkins.
APPROVAL OF MINUTES:
Mr. Halsey requested that Board members review the minutes of the January 22, 2008, meeting. Since there were no corrections or additions, Mr. Halsey declared the minutes approved as read.
JOINT BOARD RECOGNITION (08-34):
Mr. Spangler reported that all sixteen Welding III students took and passed the NOCTI welding exam. The Board recognized their achievements and Mrs. Persinger presented certificates to:

Mr. Huffman added that the tests were given on a voluntary basis. He said his students wanted to know why they should take the test. Mr. Huffman told students that it would be good to add on a resume but that most employers really don’t know what a NOCTI test is. The main reason students took the test was because it looks good for JRTC and it looks good for the Welding program.
ADMINISTRATIVE REPORTS (08-35):
Career/Technical Education Month. Mr. Spangler informed Board members that February is Career/Technical Education Month. He invited them all to return tomorrow for Open House from 9:00 a.m. – 2:00 p.m.
Skills USA. Mr. Spangler provided the Board with a list of Skills USA District Competition Results. He added that students who place first are automatically eligible to go to State competition in Hampton, Virginia at the end of April. In addition some second place recipients and anyone who placed in some of the general events are eligible. A total of nine students are eligible at this time. Most of the district events were at Arnold R. Burton Technical Center this year. The Cabinetmaking/Carpentry and Residential Wiring district events were held at JRTC. Attendance Report. Mr. Spangler reviewed the third six-weeks attendance report, noting that percentage is up in all blocks, including the 5th Block, Alternative Program, from last year at this time. He then explained entries and withdrawals.
First Semester A & B Honor Rolls. Mr. Spangler presented the First Semester A & B Honor Rolls giving the criteria for attaining each. Their were 71 students listed on the A Honor Roll and 116 listed on the B Honor Roll.
Alternative Education Program Update. Mr. Spangler updated the Board on the Alternative Education Program. He informed them that we currently have 37 students enrolled with 24 from AHS and 13 from CHS. Thirty four are on the academic track toward diploma and three on track to receive the GED certificate. To date, two students have completed their work toward graduation, two have finished enough work to go back to their home schools, and two have taken the GED with one passing.
Educator Advisory Committee Minutes. Mr. Spangler made the January 25, 2008, Educator Advisory Committee minutes available to the Board, and requested that Mr. Graham explain a chart entitled “2006-2007 CHS Instructional Time at JRTC.”
Mr. Graham reviewed the chart, prefacing it with the fact that it takes 140 clock hours for each Carnegie unit earned. Alleghany students barely have enough clock hours to attain two Carnegie units per year for classes, and Covington students lack over 48 hours for first block, over 62 hours for second block, and over 53 hours for third block. He explained that a common school calendar could eliminate time lost for CHS for everything except number of hours lost for CHS students because JRTC follows the AHS bell schedule. He said that he plans to try to correct this problem by changing some things with the CHS schedule and working with JRTC to make each block more flexible which will entail adding some time to each block for the teachers.
Mr. Halsey requested that the superintendents work on the problem and report progress at the next meeting.
Mr. Spangler reviewed the remainder of the minutes: discussion concerning adding Marketing as a certificate program; proposal for revisions to diploma requirements; concerns over adding fourth year component to receive a technical diploma; information from the Alleghany Highlands Business Resource Center Management Team Meeting concerning the WoodLINKS program; expressed displeasure in moving all CTE classes to JRTC, thereby removing them from AHS or CHS; and information about a possible CTE Academy.
Dr. Grimesey and Mr. Graham further explained the WoodLinks program. No one seemed to be in favor of changing curriculum to accommodate this program. This program would require that everything be geared to the wood industry instead of diversified programs for the students and the area.
NEW BUSINESS:
Financial Report (Audit) (08-36). Copies of the Financial Reports for the Joint Board and JRTC student activity accounts for the year ending June 30, 2007, were distributed. Mr. Spangler requested that members review the reports for acceptance at next month’s meeting.
PAY BILLS (08-37):
After examination, Mr. Warlitner moved to approve payment of bills in the amount of $30,390.32. Mrs. Persinger seconded the motion, and the motion carried unanimously by aye vote. Salaries and benefits in the amount of $117,882.83 for the January payroll were paid in accordance with approved salary scales and fringe benefits.

After a motion by Mr. Warlitner, and a second by Mrs. Bryant, the meeting adjourned at 1:20 p.m.
