MINUTES

 

December 18, 2007

 

 

            The Joint Board of Control for Jackson River Technical Center held its regular monthly meeting on Tuesday, December 18, 2007, in the Darnell Center of Jackson River Technical Center with the following members present:

 

                        David Halsey, Chairman                      Alleghany County

                        Randy Tucker                                     Alleghany County

                        Cindy Bryant                                       Covington City

            Joyce Persinger                                   Covington City

                        Danny Warlitner                                  Covington City

 

Also present were Dr. Robert P. Grimesey, Administrator; Mr. Eddie Graham, Superintendent of Covington City Schools; Mr. Tom Beirne, Director; Mr. Glenn Spangler, Assistant Director/ Apprenticeship Coordinator; and Mrs. Sue Wolfe, Clerk.

 

Mr. Halsey called the meeting to order at 12:21 p.m. and led in a moment of silence and the pledge of allegiance to the flag.

 

APPROVAL OF MINUTES:

            Mr. Halsey requested that Board members review the minutes of the November 20, 2007, meeting.  Since there were no corrections or additions, Mr. Halsey declared the minutes approved as read.

 

ADMINISTRATIVE REPORTS  (08-26):

            Skills Advisory Council.  Mr. Beirne reviewed the minutes of the December 13, 2007, meeting of the JRTC Skills Advisory Council.  He reported that Teresa Hammond spoke to the Board about Career Pathways and sixteen areas of study.   Mr. Beirne expressed a desire to begin CTE classes at the Middle School level.  He is checking into other middle schools for possibilities.  He said that Giles County Middle School offers a class called “Industrial Occupational Exploration.”   Ms. Holcomb mentioned that CSX is recruiting locally.  The Council requested exploring the possibility of housing all CTE classes at the Center.  Mr. Beirne said that this move would require moving Alternative Education out of the building.  Mr Beirne reported that the house constructed by the Carpentry and Building Maintenance classes was sold to Maryann Solan for $36,500.  She plans to move the house within the next two months.  Her bid was the highest bid of the four received.

 

            NOCTI Pre-Tests.  Mr. Spangler informed the Board that he had administered NOCTI pre- tests to Carpentry, Welding, Culinary Arts, and Early Childhood Education students.  He gave the results from each class.  After taking the pre-test, Mr. Huffman worked with his students and 16 out of 16 passed the NOCTI post-test.

           

Mr. Beirne added that he would like to see home schools give these tests also.

 

            Student Organizations.  Mr. Beirne told the Board that the student organizations have been very busy for the Christmas season.  The Early Childhood Education class took the preschoolers to sing for the residents at the Brian Center, the HOSA organization took donations of toys for the Christmas mother, and the Skills USA organization hosted a Christmas luncheon for approximately 50 area senior citizens.  The Culinary Arts class prepared the luncheon, and Barbara Laslo played Christmas music for the group on the psaltery (a small harp).  All student organizations and staff were involved in collecting a donation for Gary Williams, a former Welding student, who needs a kidney transplant.  His wife, a former Early Childhood Education student, will be donating one of her kidneys.  

 

            Nursing Applications.  Mr. Beirne reported that we have received six applications for the part-time nursing position discussed at last month’s meeting.  Interviews will begin after Christmas.

 

NEW BUSINESS:

            Joint Board Policy Revisions  (08-27).  On motion by Mr. Tucker, seconded by Mr. Warlitner, the Board approved Policy EB, School Crisis and Emergency Management Plan, and Policy BBFA, Joint Board Members Conflict of Interest, unanimously by aye vote.

 

PAY BILLS  (08-28):

Mr. Warlitner moved to approve payment of bills in the amount of $48,699.07.  The motion carried unanimously by aye vote.  In accordance with approved salary scales and fringe benefits, salaries were also paid in the amount of $119,223.96 for November and $118,768.04 for December.
