MINUTES

 

June 26, 2007

 

 

            The Joint Board of Control for Jackson River Technical Center held its regular monthly meeting on Tuesday, June 26, 2007, in the Darnell Conference Center at Jackson River Technical Center.  The meeting also served to close out the 2006-2007 fiscal year.

 

Mr. Warlitner called the meeting to order at 12:15 p.m. with the Pledge of Allegiance to the flag.   The following members were present:

Also present were Dr. Bob Grimesey, Superintendent of Alleghany County Schools; Mr. Tom Beirne, Director; Mr. Glenn Spangler, Assistant Director/ARI Coordinator; and Mrs. Sue Wolfe, Clerk.

 

APPROVAL OF MINUTES:

            Mr. Warlitner requested that members read the minutes of the May 15, 2007, meeting.  He also called their attention to the fact that action was taken on several items without a quorum due to an emergency situation.  On motion by Mrs. Persinger, seconded by Mrs. Bryant, the Board certified all actions taken at the May 15, 2007, meeting without quorum.  All members signified by saying aye.  On motion by Mrs. Persinger, seconded by Mrs. Bryant, the minutes of the May 15, 2007 meeting were approved as submitted.  Board members unanimously voted aye for approval.

 

ADMINISTRATIVE REPORTS  (07-57):

            Attendance Report.  Mr. Spangler reviewed the attendance report for the final six-weeks.  He explained that membership was 361, including Alternative Education.  Attendance for the regular program was consistent with last year’s percentages.  Percentage of Alternative Education students was 56%, an ongoing problem with the program.  All entries and withdrawals were from Alternative Education.

 

            Honor Roll.  Mr. Spangler presented Board members copies of the Semester A and B Honor Rolls, noting that one-third of the student body is on the A or B Honor Roll.  He added that we would probably have a majority of the student body on the Honor Roll if attendance was not a factor. 

           

Close of School.  Mr. Beirne reminded everyone that he provided End-of-Year Reports to both school boards.  He announced that one Auto Technology student passed both ASE tests and one student passed one of the tests.  

 

NEW BUSINESS:

Approve 2007-2008 Budget  (07-58).  Mr. Beirne reviewed the proposed 2007-2008 budget, noting that it included the attached salary scales and health insurance plan.  He told members that the salaries included a 3% increase plus step.  He explained the percentages paid from both systems:  Operating Budget – 80.27% Alleghany County, 19.73% Covington (3 year average of  average daily membership on March 31); Alternative Education – 80% Alleghany County, 20% Covington; and Educational Technology Center – 63% Alleghany County, 20% Covington, and 17% JRTC.  Mr. Beirne answered questions and the Board approved the following 2007-08 Budget, salary scales, and health insurance plan on motion by Mr. Botkins, seconded by Mrs. Persinger:
